The Security Council has voted to endorse measures advanced by Donald Trump for achieving a durable ceasefire in Gaza, encompassing the stationing of an global peacekeeping force and a potential avenue to a Palestinian statehood.
This measure was passed by a tally of thirteen in favor, with both China and Russia abstaining. America's representative the US ambassador informed the international body that it set “a new course in the area for Israelis and Palestinians and all the inhabitants of the region alike”.
Addition of mentions to an self-governing Palestine was the trade-off the United States paid for endorsement from the Arab and Islamic world, who are expected to provide stabilisation troops for the global force.
“The transitional arrangements that we embark on today must be carried out in accordance with legal norms and upholding Palestinian self-determination,” James Kariuki stated.
Nonetheless, on the brink of the council decision, Israeli prime minister Benjamin Netanyahu restated his government’s strong objection to the formation of a Palestinian state, casting doubt on whether Tel Aviv will permit the execution of the UN-mandated proposals.
The inclusion to Palestinian statehood was a balanced insertion to an original American proposal which omitted it. But the language is unclear and conditional, promising only that once the Palestinian Authority has implemented reforms and the rebuilding of Gaza is progressing, “the circumstances may finally be in readiness for a feasible course to Palestinian independence and statehood.”
The language fell far short of the firm commitment to the establishment of a Palestinian state alongside Israel desired by Arab and Islamic states, as well as European delegates, but in addresses to the council after the decision, delegates from those countries said they were ready to support the agreement in the benefit of extending the ongoing cessation of hostilities and immediate measures to feed and protect the 2.2 million Palestinians in the strip.
“Algeria has finally decided to vote in favour of this text, a text that we support its main goal, namely the maintenance of the truce and the establishment of situations allowing the Palestinians to assert their fundamental rights to independence and sovereignty,” Algeria's representative declared.
This measure grants general supervisory power to a “stabilisation committee” headed by Donald Trump, but of uncertain membership. The group has to update the United Nations but it is not obligated by the wishes of the United Nations or by the Palestinian leadership.
Additionally, it requires the establishment of a specialized Palestinian group that is supposed to run routine management of the Gaza Strip and the distribution of aid, but it is quite ambiguous who would be involved.
The mandate of the global force gives it authority to disarm and dismantle militant organizations in Gaza, but it is highly uncertain that possible sending countries would consent to confront such groups. Not a single nation has to date pledged to dispatching troops.
Furthermore the criteria for modification of Palestinian leadership, the requirement towards moves to a sovereign Palestinian, have been unclear.
European officials said they viewed it as pressing that the members of the expert panel to provide utilities was settled as quickly as possible.
